Is 220lbs the dynamic weight limit or the static weight limit?

It's the static weight limit. When referring to load capacity on roof rack cross bars, the "max load" can be considered the "static load", because the dynamic load will always be less than the static load.
Can you still open the sunroof with these installed?

Yes you can, it does not interfere with the sunroof at all. Just make sure roof is open so you know where to place the rear crossbar.
